This report documents significant improvements

in the areas of Radiological

Control, Engineering/Technical

Support,

and Safety Assessment/(}uality Verifi-

cation.

We noted,

in particular, that your presentation

at the mid-cycle

SALP

meeting demonstrated

an improved ability to be constructively self-critical.

The value of procedure

adherence

improvements

was emphasized

by the occurrence

of an inadvertent

Safety Injection signal

on May 5,

1990.

Although

a violation

will not be issued for the procedure

adherence

related

personnel

error which

caused

the Safety Injection actuation,

the implications of this incident merit

consideration

by your Procedure

Adherence

Task Force.
