This letter forwards the report of the above subject inspection of the
R.
E. Ginna Nuclear
Power Plant.
At the conclusion of the inspection,
Mr. N. Perry of my staff discussed
the inspection findings with Mr. S. Spector
and other members of your staff.
The inspection
found that the
Human Performance 'Evaluation
System reports
com-
pleted during this inspection period were thorough
and adequately
assessed
two
events
including
a spill of boric acid solution
and
a spill of spent fuel pool
water from a left open
pump vent valve.
However, these
events
indicate
a con-
tinuing weakness
in establishing
proper
system alignments
and in the associated
independent verification thereof.
,You are requested
to respond
in writing to
these
concerns within 45 days of receipt of this report, describing your addi-
tional corrective
actions
on these matters.
