This letter refers to the routine safety inspection
conducted
by
Mr. A. L. Della Greca of this office on September
25-29,
1989 at your corporate
offices in Rochester,
New York of the activities authorized
by
NRC License
No.
DRP-18 and to,the discussion
of our findings held by Mr. Della Greca with
members of your staff at the conclusion of the inspection.
The areas
examined during this inspection
are described
in the
NRC Region I
Inspection
Report which is enclosed with this letter and include your corrective
actions resulting
from six equipment qualification related violations and
unresolved
items.
Within these
areas,
the inspection consisted of selective
examinations of procedures
and representative
records,
interviews with
personnel,
and observations
by the inspector.
We also reviewed your response
to
our Notice of Violation, submitted with our letter of June
10,
1987,
and the
supporting information provided with your letter of March 6,
1987. After careful
consideration
cf the findings and of your response
and supporting data,
we have
concluded that the deficiencies identified do constitute
a violation of
and sufficient basis
was not provided for withdrawal of the
violations.
Your corrective actions for the 'six violations and open items were found to be
acceptable
and the issues
are closed.
