This refers to your February 8, 1980 request for route approval to cover shipments of mixed oxide fuel rods to the Ginna Station.

We have determined that the review of licensee route approval requests is subject to the Commission's license fee schedule in 10 CFR 170.

For reactor licensees, fees for the review of route approval requests will be assessed under fee Category F of Section 170.21, as special projects.

In accordance with Footnote 4 of Section 170.21, the charge for the review will be determined by the Commission based on the professional manpower required to conduct the review plus any support costs.

In determining the fee to be charged, only actual staff time expended in the review of the route request is used to calculate the fee; the route (field) survey con-ducted by the NRC staff is excluded from fee computation.

The review of the February 8, 1980 route approval request was completed on February 13, 1980 (copy enclosed).

The cost of the review amounted to

$2,185 (57.5 man-hrs 9

$38/man-hr.).

We have notified the NRC Office of the Controller to issue your Company an invoice for the fee.

We apologize for the delay in notifying you of the fee requirement for route approval reviews.
