ENCLOSURE COMMENTS UPON SAFEGUARDS CONTINGENCY PLAN GINNA NUCLEAR PLAfiT It is recognized that Rochester Gas and Electric could not reasonably be expected to employ individuals with the requisite experience and skills necessary sary to enter into negotiations for hostage/extortion situations, how-

a certain amount of planning for such situations can be made corporated into the safeguards contingency plan.

Therefore you p

r lan should address, under an appropriate contingency event in the generic plan-ning base and responsibility matrix sections of the plan, hostage and ex-tortion situations.

A ossible set of decisions and actions which could be included are:

l. Initial site security force response to a hostage/extortion situation.

a.

Limit access of individuals to only those who are necessary for plant operations/safety, security personnel, etc.

b.

Secure unoccupied areas of the plant as possible.

c.

Requests, for additional security personnel.

d.

Notification of LLEA, FBI, NRC, etc.

2.

Coordination with responding law enforcement agencies.

a.

Provi"de appropriate company personnel to coordinate with law enforcement agencies to assure NRC regulations are not violated and to provide technical assistance as neces-sary.

b.

Provide appropriate corporate official to coordinate with law enforcement agencies in response to the demands of ex-tortionists.

c.

Provide general security assistance to law enforcement agencies as requested.
