INTRODUCTION The Robert E ~ Ginna Nuclear Power Plant is owned and operated by the Rochester Gas and Electric Corporation.

The nuclear power plant is a pressurized water reactor (PWR) licensed for operation at 1,520 thermal megawatts (MWt) and approximately 490 megawatts net electric (MWe) output from the station.

Ginna has been in operation since September 1969.

The Ginna Site, located on the south shore of Lake Ontario in the Town of Ontario, Wayne County, is approximately 20 mi,les east-northeast (ENE) of the center of Rochester and 45 miles west-southwest (WSW) of Oswego.

The site comprises a total of 338 acres.

The Specific Operating Procedures (SOP) for the Ginna Site is an appendix to the "New York State Emergency Plan for Radiation Accidents."

These documents provide basic guidance to State health and disaster coordination officials for developing protective actions to prevent or minimize hazards to life and health for potential emergencies at the Ginna facility.

The calculated offsite radiation doses in the attached tables and fi.gures are provided by the Rochester Gas and Electric Corporation, This in-formation is extracted from Safety Analysis Reports and other required submissions as part of the U.S. Nuclear Regulatory Commission's licensing process.

DEFINITIONS ALERT Notification to local, State and Federal agencies that a radiation accident has occurred and calling for the response set forth in this SOP.

ALERT STAFF Technical resource personnel referred to in the New York State emergency plans and other appropriate individuals, BRH Director of the Bureau of Radiological

Health, State Department of Health or his designee.

COUNTY EOC Wayne County Emergency Operating Center which is located in a substructure behind the Wayne County Jail, Lyons, New York and from which emergency actions will be directed and coordinated.

COUNTY EXECUTIVE The chairman of the Board of Supervisors is responsible for Civil Defense Preparedness and for coordinating Countywide natural and man made disaster operations in Wayne County.

The County has established a disaster co-ordination agency known as the Office of Disaster Preparedness.

COUNTY WARNING POINT A 24-hour communication center with multiple modes of communications including NAWAS.

During normal business hours the County Warning Point is manned by the Wayne County Office of Disaster Preparedness.

During non-business

hours, an alternate County Warning Point is manned by the Wayne County Sheriff's Department.

CSG Chief of Staff to the Governor (CSG) who provides staff support to the Disaster Preparedness Commission.

DISASTER PREPAREDNESS COMMISSION State body responsible for coordination of State and Federal disaster response and the rendering of State disaster assis-tance to localities.

ECCS Emergency core cooling system.

EIELD STAFF Field employees of the State Departments of Health, Environmental Conservation, Labor, etc.,

who will provide support, such'as monitoring, during a radiological emergency, LAKE DISTRICT ODP The Lake District Office of Disaster Preparedness is responsible for coordinating disaster response for a ten county area.

In addition to Wayne County, this includes the counties of Cayuga,

Chemung, Ontario,
Seneca, Schuyler,
Steuben, Tioga, Tompkins and Yates.

NAWAS The National Warning System is a dedicated land-line (telephone) system for rapid dissemination of warning information and emergency-announcements.

NAWAS outlets are installed in the State and County Warning Points and the Lake District ODP.

NFO Nuclear facility operator or his designee, (Ginna plant general superintendant, emergency director, shift supervisor, etc.)

OFFICE OF DISASTER PREPAREDNESS (ODP)

Unit of State government which provides staff support to the Disaster Preparedness Commission for the CSG.

PAG A Protective Action Guide (PAG) is the projected biologically effective dose from a particular radioisotope(s) to individuals in 'the general population which warrants protective action following a contaminating event.

POLICE Refers to County Sheriff's Department, local police or State Police.

RG and E

SAFEGUARDS Rochester Gas and Electric Corporation.

The minimum engineered safety systems required to maintain core integrity.

STATE HEALTH COMMISSIONER Commissioner of Health or his designee on the Executive Staff of the State Department of Health (Director for Local Health Management, etc.)

STATE EOC The Emergency Operations Center located in the substructure of the Public Security Building, State Office Building Campus,

Albany, New York. It is the point from which State emergnecy actions will be directed and coordinated.

The State Warning Point and the Office of Disaster Preparedness are located in the EOC.

STATE PIO The designated spokesman for the State Department of Health referred to in this plan as the Public Information Officer.

STATE WARNING POINT The State Warning Point is a communications center located at the State EOC in Albany.

The State Warning Point has multiple modes of communication including NAWAS.

During normal business

hours, the State Warning Point is staffed by ODP.

During non-business

PROTECTIVE ACTION GUIDES Protective Action Guides are the numerical projected doses which act as trigger points to initiate protective action.

PAG's are provided for the following pathways of radiation exposure.

Exposure from airborne radioactive releases.

Th5.s type of exposure could occur within a short period following an incident as a result of inhalation of radioactive materials or from external whole body exposure (immersion).

b.

Exposure through the food chain.

This exposure could occur from ingestion of contaminated foods and water, This exposure may commence after the passage of airborne radioactive materials and may continue for a long or short time depending on the radionuclides involved.

Protective actions may be directed by the State Health Commissioner for pro)ected doses below established PAG's in order to prevent or minimize radiation exposure to the population in the event of a radiation accident.

PAG's FOR THE INGESTION PATHWAY The Food and Drug Administration (FDA), U,S.

Department of Health, Education and Welfare is developing guidance on accidental radioactive contamination of human food and animal feeds.

When the FDA guidance is promulgated, it will replace the following PAG's from the Federal Radiation Council Reports and will be incorporated in the New York State emergency plans and procedures.

Protective Action Guide for Iodine 131 "Federal Radiation Council Report No, 5" provides the following PAG for a thyroid dose from I-131:

To an individual 30 rem To a suitable sample of the population 10 rem A suitable sample consists of the sensitive segment of the population, that is, children of approximately one year of age.

The PAG from FRC No.

5 was eseablished for the ingestion pathway.

New York State initially adopted this PAG for projec'ted doses from both ingestion and inhalation pathways prior to development of the EPA PAGs for inhalation 'and immersion (whole body exposure).

PAG's for Strontium 89, Strontium 90 and Cesium 137 "Federal Radiation Council Report No. 7" provides information and guidance for situations involving contamination of the environment by the radionuclides Strontium 89, Strontium 90, and Cesium 137.

The FRC No.

7 guidance is summarized in the State Emergency Plan for Radiation Accidents.

PROCEDURES 4 1 INITIALNOTIFICATION a.

Following declaration of a Site Emergency or General Emergency, the NFO notifies the State Warning Point and provides the following information:

1.

Name and location of the facility.

2.

Name of person making report.

3.

Emergency phone number.

4.

Time of incident.

5.

Type of emergency.

6.

Status of Containment Integrity.

7.

~ Status of engineered safeguards (working/not working).

8, Weather conditions, wind speed and direction.

The NFO also notifies the Wayne County Warning Point.

b, The State Warning Point follows the Alerting Procedure in the Warning Point Manual and notifies State BRH, State ODP, appropriate local and district disaster coordinators, and the State Police Communications, if the primary State Warning Point is manned by the State ODP.

c.

State BRH calls NFO to verify the information in 4.1 a.

above.

The NFO provides as much of the following information as available:

1.

Type of accident (transportation accident, major loss of coolant, refueling, fuel handling, steam line break inside or outside containment, puff-type (gas decay tank), accidental criticality, other.

2.

Primary effect to off-site areas (release to the atmosphere, release to water, direct radiation).

Estimate of the quantity and type of radioactive material released or that may be released including estima'te,of the duration of any release.

4.

Estimates of offsite two hour whole body (immersion) and thyroid (inhalation) dose.

5.

Perimeter survey results.

6.

Wind stability category.

7.

Status of safeguards (status of core coolant systems,

ECCS, containment integrity, etc.).

8.

Additional offsite agencies notified and nature of request and

response, 9.

Other pertinent information.

d.

State BRH assesses the magnitude of the emergency (ALERTS A,B,C,D, or E as set forth in this plan),

If the accident is a major release of fission products to containment State BRH should identify at least; l.

Is there a major failure in the primary system2 2.

Are the safeguards workingP (Is there any reason to believe that containment is not holding or that core coolant systems or ECCS are not functioning')

Does the NFO have any estimates of offsite doses',

State BRH requests that the State Warning Point immediately relay this assessment to the Wayne County ODP, Lake District ODP and State ODP.

NOTE: If the accident conditions warrant (ALERTS A or C), Wayne County will initiate actions listed in the Wayne County response plan prior to formal approval by the State Commissioner of Health.

Wayne County will be advised of any modification and/or rescission in protective actions that the State Health Commissioner may direct.

f.

Additional information on notification procedures is provided in the "New York State Emergency Plan for Radiation Accidents".

4.2 INITIALASSESSMENT AND PROCEDURES a.

Major Failure with Safeguards and No Dose Estimate.

If there is a major failure with release of fission products to containment, and it appears that the engineered safeguards are working satisfactorily, and there are no estimates of offsite doses, the offsite radiological doses are conservatively assumed to be within the range of the PAG's for the general population set out in Section 3.1.

State BRH instructs the State Warning Point to notify the Wayne County ODP, State ODP and Lake District ODP of the classification of, ALERT A.

2.

State BRH informs the State Health Commissioner of the facts and recommends that the Commissioner confirm the protective actions in ALERT A.

3, State BRH instructs the State Warning Point with assistance from State ODP to contact the Alert Staff and Field Staff for support and assistance.

4, State BRH proceeds to the State EOC, continues to evaluate the event, maintains and updates dose estimates and meteorological conditions to be expected at various locations, estimates the need for changing the alert level and advises the State Health Commissioner in formulating protective actions.

b.

Estimates of offsite Radiological Doses within ehe Range of the PAG's for the General Population.

If the NFO estimates of the 2 hour2.314815e-5 days <br />5.555556e-4 hours <br />3.306878e-6 weeks <br />7.61e-7 months <br /> thyroid inhalation dose is between 5 and 25 Rem, or the whole body immersion dose is pro)ected to be between 1 and 5 Rem, State BRH follows the procedure outlined in section 4.2 a. above.

State BRH recommends that the State Health Commissioner confirm ALERT A.

c.

Estimates of Offsite Radiological Doses Below the Range of the PAG's for the General Population.

If the NFO estimates 'of offsite radiological doses are less than 5 Rem thyroid inhalation dose or less than 1 Rem whole body immersion dose for 2 hours2.314815e-5 days <br />5.555556e-4 hours <br />3.306878e-6 weeks <br />7.61e-7 months <br /> at site boundary, the procedures in ALERT B should be instituted.

State BRH informs State Health Commissioner and advises that protective actions in ALERT A are not recommended.

State BRH and the technical resource personnel continue to evaluate the event and determine the need for protective actions in accordance with ALERT B.

2.

State BRH Instructs the State EOC to contact Alert Staff and Field Staff for support and assistance.

d.

Estimates of Offsite Radiological Doses Exceeding the PAG's for the General Population for Inhalation and Immersion, If the NFO estimates of the two hour site dose significantly exceed a 25 Rem Thyroid inhalation dose or a 5 Rem whole body immersion dose, the procedures in ALERT C will be instituted.

The State Warning Point notifies Wayne County ODP, Lake District ODP and State ODP of the classification of ALERT C.

State BRH informs the State Health Commissioner of the facts and recommends that the State Commissioner confirm ALERT C.

e, Safeguards Not Working Effectively and No Dose Estimate If there is reason to believe that there is a degradation of engineered safeguards or that containment is not holding following a ma)or release of fission products to containment, procedures in 4.2 d. above will be instituted for an ALERT C.

f.

Release to the Lake If the accident involves a major release of radioactive material to Lake Ontario, State BRH informs the State Health Commissioner and recommends procedures in ALERT D.

g.

Puff type Release If a puff type airborne release (gas decay tank) occurs, State BRH informs the State Health Commissioner and recommends procedures in ALERT E',

Instruct the people in che affected area (Town of Ontario, North of Route 104 from County Line Road to Fisher Road) to stay indoors, to stay off roads, and during appropriate seasons to close all doors and windows and shut off air conditioners.

These instructions should be glen by all possible means i.e.

voice, loudspeaker equipment, radio, telephone, or any other practical methods of informing each person as expediently as possible.

3.

Notify the Superintendent of Schools as appropriate, to be prepared to retain the school children residing in the blockaded area until it is safe to return them to their homes or until arrangements for their pickup by parents are completed.

4. If the incident occurs during non-school hours, the nearby schools may be closed until further notice.

c.

Concurrently with the preceding instructions 'on taking protective measures, the County and State PIOs may issue a coordinated announcement over radio and TV that informs the public that:

A radiation incident has occurred at the Ginna Site.

2.

(Only if needed) the State Health Commissioner directs (recommends, orders, etc,) that the people living take the following precautions:

close doors and windows, remain indoors until further notice.

3.

The State Health Commissioner's staff is in direct contact with the NFO.

The State Health Commissioner is directing the State's emergency actions.

5.

Emergency protective actions have already been taken including 6.

(If appropriate) school children are being kept at school and will be returned as expeditiously as i,s consistent with their safety or until arrangements for pickup by parents are completed.

During appropriate

seasons, farmers.(within a specified geographic area) should be advised to place dairy cattle on stored feed.

8.

Periodic announcements on need for any further protective actions will continue to be made on radio and TV.

d.

State or Lake District ODP will contact the Coast Guard (during the boating and/or fishing seasons) to ensure that the lake front at the Ginna Site is cleared of all boats.

e.

State BRH with the technical resource personnel determinesneed for protective actions for the ingestion pathways from drinking water sources and from agricultural products.

State BRH dispatches representatives to the Ginna Site and local EOC to provide on the scene liaison, coordination and assessment.

g.

State BRH provides periodic advisories to State

ODP, Wayne County ODP, Lake District ODP, Western Region (Rochester Area and Geneva District)

State Health Offices.

h.

State BRH requests RAP/IRAP assistance as appropriate.

5.2 ALERT B 4

a.

In addition to the following actions State BRH institutes actions in section 4.2 c. above.

b.

State BRH requests. that Wayne County implement the following procedures from their County Response Plan.

1.

Restrict entry in the zone defined by the fo1lowing traffic control

Consideration shall be given to implementing where and when desirable, the precautions of ALERT A.

e.

State PIO should issue a coordinated announcement with the Wayne County PIO that reflects the size of the incident, the impact on the population and protective actions for specific areas, if any, to be taken.

f, State BRH provides periodic advisories to State

ODP, Wayne County ODP, Lake District ODP and the Western Region (Rochester Area and Geneva District) State Health Offices.

5,3 ALERT C a.

In addition to the following actions, State BRH institutes actions in section 4.2 e, above.

b.

State BRH instructs State ODP to contact all agencies in the Emergency Plan to request their assistance as directed by the Department of Health.

State ODP and State Warning Point contacts the Alert'taff and Field Staff for support and assistance, if not already done.

c.

State BRH requests RAP/IRAP assistance.

d.

State ODP representing the Disaster Preparedness Commission will endeavor to provide all necessary assistance requested by State BRH on behalf of the State Health Commissioner.

e.

State BRH requests that Wayne County initially implement at least the procedures in their County Response Plan indicated in section 5.1 b.

above (access control and sheltering).

Wayne County will be advised of any required increase in the area of the affected zone for sheltering and access control.

f.

State BRH proceeds to the State

EOC, and together with the technical resource personnel continues to evaluate the event, maintains and updates dose estimates and meteorological conditions to be expected at various locations, estimates doses due to pathways other than immersion and inhalation, determines the need for changing the response action level and advises the State Health Commissioner in formulating protective actions.
g. 'isaster support systems including logistical radiation monitoring and medical equipment should be assembled at appropriate locations

'to aid in responding to the situation and in implementing required protective actions.

Wayne County will be requested to implement evacuation procedures if the State Health Commissioner determines that evacuation of selected areas is an effective protective action based upon an evaluation of projected offsite doses, anticipated duration of the release and meterorological conditions.

In addition:

l. If the accident occurs during school hours, children from the affected area should be held at shcool, with individuals kept indoors and.doors and windows closed until evacuated or until arrangements are completed for reuniting with parents.

Wayne County will open facilities designated as reception centers for evacuees as required, i.

Concurrent public announcements by the State and County PIOs should be issued immediately stating that:

k, State BRH and the technical resource personnel referred to in the State Emergency Plan will continue to evaluate the situation and provide technical assistance to the State Health Commissioner in formulating specific inter-mediate and long-range protective actions.
