NOV PO lgygl He are continuing our review of your letter report dated October 18, 1979, (submitted to our Region I Office) on the Tendon Surveillance Program for the Ginna Plant.
I Oh the basis of our 'understanding of the losses of tendon preloads and our concern for the integrity of the containment under accident conditions, we request that you submit the following additional information:
1.
The inspection schedule as stated in the FSAR were 1/2, 1, 3, 8 and every 5 years thereafter after the initial structural

The inspections performed in June of 1977 and October of 1979, as reported in.the letter, indicate that the schedule has been changed.
Provide the technical basis for this change.

The average stress of the 22 tested tendons was reported; All individual test results, as well as their locations, are required
.for us to make an evaluation of the tendon stress relaxation, 3.
As you have stated, the purpose of the tendon surveillance program
.is to obtain an early indication of any potential deterioration of tendon load-carrying capabilities, so that the cause of the onset of the deterioration can be evaluated and corrected.
'Please provide an evaluation as to the causes of the losses of actual tendon pre-stress in excess of the predictions, the remedial. actions and future inspection schedules.

As stated in the FSAR, the tendons were coupled with rock anchors.
Provide results of analysis or testing to demonstrate how anchor behavior was factored into your evaluation.

Since the tendon stress relaxation is a function of time, the trend can only be observed through the results of timely per formed inspection programs.
