C. At least two licensed Operators shall be present in the control room during reactor start-up, scheduled reactor shutdown and during recovery from reactor trips caused by transients or emergencies.

d. All core alterations shall be directly supervised by either a licensed Senior Reactor Operator or Senior Reactor Operator Limited to Fuel Handling who has no other concurrent responsibilities during this operation.

An individual qualified in radiation protection pro-cedures shall be on site when fuel is in the reactor.

A Fire Brigade of 5 members shall be maintained on site at, all times. This excludes the two members of the minimum shift, crew necessary for safe shutdown.

Attachment B The proposed minimum fire brigade size of 5 complies with the NRC positions as provided in the NRC letter dated June 8, l978. At least two of the fire brigade members will be trained as fire brigade captains. Ne expect the initial training for a 5 person brigade to be completed by about January l, 1980 ..

$ i' l Attachment C The proposed Amendment to the Provisional Operating License has been evaluated and determined to fall within the definition of Class XXX of 10 C.P.R. Section 170.22 thereby requiring a fee of $ 4,000.

The proposed amendment deals with a single safety issue, fire brigade size. The issue has been clearly identified by an NRC position.
