Dear Mr. Ziemann:
Your September 27, 1979 letter, received on October 12, 1979, requested that Rochester Gas and Electric Corporation commit to implemention of a valve qualification program.
Our letter to you on July 2, 1979 stated the valve manufacturer had performed a review of the design of our valves and of model tests.
He has confirmed that the valves will close as fast or faster under flow conditions than they do under no-flow conditions.
In addition, analysis was to be performed of the valve to assure its integrity following post-accident closure.
In order to respond to your requests concerning operability of containment purge valves, we have developed a qualification program.
This program will be accomplished in two phases.
The first. phase will consist of a structural evaluation as required by Interim Position 2a enclosed with your letter of October 23, 1979.
The second phase will consist of seismic and environmental qualification of the entire valve and actuator assembly.
The qualification program will be done as expeditiously as possible and we will inform you of the results upon their completion.
Additional information on this subject will be provided in our response to your letter dated October 23,
- 1979, which was received October 31, 1979.
