Dear Mr. Ziemann:

Letters to Mr. A. Schwencer, U.S. Nuclear Regulatory Commission, dated February 24, 1977, March 31, 1977 and July 29, 1977 described the overpressure protection system which has been installed at R.

E. Ginna Nuclear Power Plant. That system provides automatic pressure relief from the primary system to mitigate the effects of certain transients which otherwise might cause the system pressure to exceed Technical Specification limits.

Prior to the installation of the overpressure protection system you asked for an alarm to attract the operator's attention to a transient. in progress. We provided a computer alarm using existing plant, instrumentation. With the installation of the overpressure protection system additional alarms have been provided, including three from separate transmitters which will alert the operators to a pressure transient. Each of these alarms actuates its own control board indication rather than the computer bell and light and for this reason these alarms are superior to the computer alarm. Therefore the computer bell and light alarm will be discontinued now that replacement alarms have been installed.

After the installation of the overpressure protection system proposed technical specifications were submitted dated October 11, 1978 in response to your letter of August 28, 1978. The proposed technical specifications did not require that the pres-surizer power operated relief valves be tested in accordance with the ASME Boiler and Pressure Vessel Code Section XI as Category C valves. These requirements are normally included in our Inservice Pump and Valve Testing Program but are not included in Technical Specifications. Testing of the relief valves will be performed and the testing requirements will be included in our Inservice Pump and Valve Testing Program when it is next revised.
