PROPOSED AMENDMENTREGARDING ONSITE FACILITYREVIEW GROUP ST. LUCIE UNITS 1 AND 2 (TAC NOS. M97209 AND M97210)

Dear Mr. Plunkett:

By letter dated October 31, 1996, Florida Power and Light Company (FP8L) submitted an amendment request for Facility Operating License DPR-67 for St. Lucie 1 and NPF-16 for St. Lucie 2. The proposed license amendment would revise the responsibilities and authority for review and approval of safety-related plant procedures.

As a result of our review, we have determined that the proposed process for approval of safety-related plant procedures by the Facility Review Group (FRG) is not consistent with the Nuclear Regulatory Commission staffs position on this matter.

In carrying out his responsibility for safety of plant operations, the Pant Manager is uniquely qualified to American National Standard Institute/American Nuclear Society (ANSI/ANS)-3.1, Section 4.2.1, for the plant manager position. FRG members are qualified to less rigorous ANSI/ANS-3.1 requirements; alternate FRG members have no ANSI/ANS-3.1 requirements.

Extending the authority of the FRG to approve safety-related plant procedures would be inconsistent with its advisory responsibilities as defined by Section 4.4 of ANSI N18.7. Therefore it is requested that FPBL revise the proposed amendment request to delete the authority of the FRG to approve new procedures or changes to procedures.

The proposed process for approval of safety-related plant procedures by individuals authorized in writing by the Plant Manager is, however, an acceptable and effective method for extending the approval authority of the Plant Manager while retaining his overall responsibility for plant safety. The process for authorizing individuals to approve changes to procedures should be administratively controlled by a procedure that addresses, as a minimum, ANSI/ANS-3.1 qualification requirements, assurance that authorized individuals are knowledgeable in the technical and functional area(s) affected by a procedure change, and assurance that individuals do not prepare or review procedures that they approve.

In addition, the authorized individuals should be responsible for advising the Plant Manager of the safety significance of a procedure change prior to implementation.

In order to complete our review of this amendment request, it is requested that these changes to the QA topical report be submitted as an attachment to your submittal deleting the proposed change to authorize the FRG to approve procedures and changes to procedures.
