During the period June 16 - 19, 1997, NRC examiners conducted an announced
operator
licensing initial examination in accordance
with the guidance of Examiner Standards,
NUREG-1021, Revision 7. This examination implemented the operator licensing
requirements of 10 CFR f55.41, f55.43, and f55.45.
~Oerations
Three Senior Reactor Operator (SRO) candidates
received written examinations and
operating tests.
All examinations were administered by NRC operator licensing
examiners.
The written examination was administered on June 16, 1997, and the
operating tests were administered June 17 - 18, 1997.

were noted.

During administration of the walkthrough portion of the examination, an examiner
noted that the allowable dose setting for the self-alarming dosimeter was less
conservative than the allowable dose stated on the applicable Radiation Work Permit.

Operator Training and Qualifications

Examinations
NRC examiners conducted regular, announced operator licensing initial examinations
during the period June 16 - 19, 1997.
NRC examiners administered examinations
in
accordance
with the guidelines of the Examiner Standards
(ES), NUREG-1021,
Revision 7. Three SRO instant applicants received written examinations and
operating tests.
The NRC developed the SRO written examination and operating test in accordance
with the guidelines specified in NUREG-1021, Revision 7 and NUREG 0122,
Examiner Handbook for Developing Licensing Written Examinations, Rev. 5.
The written examination was reviewed and validated by members of the St. Lucie
training staff working under a security agreement.
The review was conducted
May 27-29, 1997 in the NRC Region 2 offices.
All portions of the operating test were reviewed and validated June 2 -4, 1997 using
the St. Lucie Plant Simulator.
The St. Lucie training and simulator support staff, under
security agreement,
provided assistance
with the review and validation.
Allthree candidates
passed the examination.
Candidate performance on the
operating test was acceptable.

Examiner Observations
During the course of examination validation and administration, the examiners noted
minor discrepancies
in two of the licensees procedures.

070022, Rev. 38, Auxiliary Feedwater - Normal Operation and Off-Normal Operating
Procedure
1-070031, Rev. 13, Auxiliary Feedwater, Appendix E, both contain the
same set of instructions for cross-tying the 1A AFW pump to the 18 Steam Generator.
However, the ONOP instructions contain a caution relating to hP concerns when
using the crosstie and the OP did not. The licensee put this into their corrective
action program.
Operating Procedure 2-0250020, Rev. 28, Boron Concentration Control - Normal
Operation contains instructions for borating the plant while on shutdown cooling. The
examiners intended to develop a Job Performance
Measure using this procedure..
However, review of the procedure indicated that steps relating to alignment of portions

These observations do not constitute
audit or inspection findings and are not, without further verification and review, indicative of
noncompliance with 10 CFR 55.45(b).
These observations do not affect NRC certification or
approval of the simulation facility other than to provide information that may be used in future
evaluations.
No licensee action is required in response
to these observations.
While conducting the simulator portion of the operating tests, the following items were
observed (if none, so state):

During the exam validation week, it was determined that the simulator did not properly model
the process for filling a Safety Injection Tank. The model was corrected prior to the exam
week.
