InitsresponsetoC10s"ledcontenonstothisLAR,NextEra(DocketNo.50443LA2,May5,2017,beforetheAtomic SafetyandLicensingBoardoftheNuclearRegulatoryCommission),NextEramakesanumberofstatementsthatpurport todemonstratethattheLAR1603shouldbeapprovedbytheNRCandthatthecontenonssubmiedbyC10should berejected.Asigni"cantnumberoftheirstatementsinsupportofthoseposionsrefertothetechnicaldatasubmied inLAR1603.
However,becausevirtuallyallofthestascsinthetechnicaldataareredacted,itisimpossibleforC10toassessthe validityofNextErasstatements.
Therefore,C10herewithrequeststheNRCtoapproveviathisDemandForInformaonthattheLAR1603documents bereleasedtoC10withnoporonsredacted.

1.para.1,page4:ASRinducedexpansioninreinforcedconcretehasaneect,similarinsomewaystoprestressing, thatmigatesthelossofstructuralcapacitythatwouldbeassumedbasedonthechangeinmaterialproperes,uptoa point.Withouttheredacteddatatosupportthisasseron,itisnotpossibleforC10toassessitsvalidity.
2.para.2,page7:Theoverallconclusionfromanalysesofstructurallimitstatesisthatlimitstatecapacityisnot degradedwhensmallamountsofASRexpansionarepresentinstructures.Presently,theASRexpansionlevelsin Seabrookstructuresarebelowthelevelsatwhichlimitstatecapaciesarereduced.(LARevaluaonSecon3.2.1.)
Withouthavingaccesstowhatsmallamountsnumbersareandthelevelsatwhichlimitstatecapaciesarereduced, C10cannotassessthevalidityoftheclaimsofLAR1603.
3.para.2,page16:TheLARexplicitlycallsforcoresampletesngasanintegralpartofitsASRmonitoring methodology,andtheresultsofthe"rstcampaignoftestsareincludedinatechnicaldocumentsubmiedaspartofthe LAR.Thestascalresultsofthetesngareredacted;therefore,again,C10ispreventedfrombeingabletoactually reviewandassesstheresults.
4.para.2,page17:AsexplainedthroughoutthetechnicaldocumentsunderlyingtheLAR,themechanicaleectofASR doesnotnecessarilyresultinanadverseimpacttostructuralcapacity,atleastuptothepointofexpansionthatwas observedintheprogram.Becausethestascaldataisredacted,C10cannotrevieworassesit;therefore,C10cannot knowuptowhatpointexpansionduetoASRwastested.SincethepointofLAR1603istoestablishavalidtesng methodologyfortheeectofASRonthestructuresatSeabrookStaon,havingthesestascsisvitalforadequate reviewoftheLAR.
5.para.2,page22:MPR4153evenprovidestheresultsofthosetests.Theseresults,whichstatetheoutcomeoftests onthematerialproperesofconcretetestedintheUniversityofTexasFSELbythecompanyMPRareredacted.
