1.0 INTRODUCTION

By [[letter::L-93-110, Application for Amends to Licenses DPR-67 & NPF-16,changing TS Section 6.0, Administrative Controls to Reflect Current FPL Organizational Titles Throughout Section 6.0 & to Modify Facility Review Group Composition|letter dated June 21, 1993]], Florida Power 5 Light Company (FPL, the licensee),

submitted a request for changes to the St.

Lucie Plant, Units 1 and 2, Technical Specifications (TS).

The requested changes would revise TS Section 6.0, "Administrative Controls," by (a) revising unit staff titles to; those of the current FPL Nuclear Division organization, (b) revising the composition of the Facility Review Group (FRG) to broaden the scope of available expertise, and (c) making minor editorial corrections.

2. 0 EVALUATION The changes to the organizational titles have resulted from the reorganization of the Nuclear Division.

However, the changes have not altered each individual's responsibilities.

These changes are:

i Change'Plant Manager" to "Plant General Manager" i Change "Health Physics Manager" to "Health Physics Supervisor" i Change "Training Supervisor" to "Training Manager."

The licensee's Topical guality Assurance Report has been revised to reflect the changes.

These changes are to be made in accordance with the requirements of Appendix B of 10 CFR 50 and 10 CFR 50.54(a)(3).

These changes do not reduce the number of per'sonnel, their assignments or accountability.

Therefore, the staff fihds these administrative changes acceptable.

TS 6.3. 1. states that ANSI/ANS 3. 1-1978 is endorsed by Regulatory Guide 1.8, September 1975 (reissued May 1977).

This is an erroneous statement, because this regulatory guide endorses ANSI N18.1-1971 except for the position of Supervisor-Radiation Protection.

Thus, deleting the phrase "as endorsed by Regulatory Guide 1.8, September 1975 (reissued May 1977)" corrects the error and does not reduce or otherwise alter existing FPL commitments for each member of the unit staff to meet or exceed the minimum qualifications of ANSI/ANS 3. 1-1978.

For that reason, the staff finds this change acceptable.

2 The licensee proposes to delete the phrase "Appendix A" to 10 CFR Part 55 from TS 6.4. 1.

The Appendix A to 10 CFR Part 55 has been incorporated into the body of 10 CFR 55, specifically into 10 CFR 55.59(c),

and it no longer exists.

The proposed change simply makes TS 6.4. 1 current.

For that reason, the staff finds the change acceptable.

Currently, TS 6.5. 1.2 provides title designation of members of FRG.

The proposed TS change would eliminate references to an organizational title, and

instead, identifies the disciplines to be represented in FRG.

In addition, it enhances the FRG by adding two new disciplines to the list, Licensing and Services.

The proposed change requires that the Plant General Manager will

appoint, in writing, the FRG Chairman and individual members from each of the designated disciplines.

The change further establishes that each FRG member will meet or exceed the qualification requirements identified by the standards specified in TS 6.3. 1, as appropriate for managers, Supervisors, or Professional-Technical.

Thus, the required personnel qualifications and experience in the FRG will continue to be preserved.

The proposed change does not alter the purpose or the responsibility of the FRG.

For the above reasons the staff finds the proposed change acceptable.

3.0 STATE CONSULTATION

Based upon the written notice of the proposed amendments, the Florida State official had no comments.

4.0 ENVIRONMENTAL CONSIDERATION

The amendments relate to changes in recordkeeping, reporting, or administrative procedures or requirements.

Accordingly, the amendments meet the eligibility criteria for categorical exclusion set forth in 10 CFR 51.22(c)(10).

Pursuant to 10 CFR 51.22(b),

no environmental impact statement or environmental assessment need be prepared in connection with the issuance of these amendments.

5.0 CONCLUSION

The Commission has concluded, based on the considerations discussed

above,

-that:

(1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed

manner, (2) such activities will be conducted in compliance with the Commission's regulations, and (3) the issuance of the amendments will not be inimical to the common defense and security or to the health and safety of the public.
