Qocket No. 50-335 September 17, 199 Hr. J.

H. Goldberg President Nuclear Division Florida Power and Light Company Post Office Box 14000 Juno

Beach, Florida 33408-0420

Dear Hr. Goldberg:

SUBJECT:

EVALUATION OF THE INSERVICE TESTING PROGRAM FOR PUMPS AND VALVES,

RESPONSE

TO ANOMALIES, ST.

LUCIE, UNIT 1, AND EVALUATION OF RELIEF REQUEST VR-22 TAC NO.

H86317 The staff has reviewed information provided by Florida Power and Light Company (FPL) in the letter dated February 2,

1993, concerning anomalies identified in NRC's Safety Evaluation (SE) of February 26, 1992, related to relief requests for the St.

Lucie Unit 1 inservice testing program for pumps and valves.

The submittal provided FPL's response to anomalies for which the staff had requested a response within 1 year from the date of the SE.

The enclosed SE provides the results of the staff's review of FPL's actions taken to address the anomalies and provides an evaluation of Relief Request VR-22 which was submitted in FPL's letter of April 19, 1993.

There are no outstanding issues as a result of this review.

The staff has determined that the relief granted for Relief Request VR-22 in accordance with GL 89-04 and the approval of VR-11 pursuant to 10 CFR 50.55a(f)(4)(iv) are authorized by law and will not endanger life or property, or the common defense and security, and are otherwise in the public interest.

This completes our review effort of this matter

and, consequently, we are closing TAC No.

H86317,.

Sincerely, (Original Signed By) 9309280062 930917 PDR ADOCK 05000335>
