By "L-92-018, Application for Amends to Licenses DPR-67 & NPF-16,changing TS Pages B 2-8,2-5 3/4 3-2 & 3/4 3-4 Re Relaxation of Reactor Trip by [[Equipment trip" contains a listed "[" character as part of the property label and has therefore been classified as invalid. Setpoint|letter dated February 25, 1992]], you responded to the NRC staff's Safety Evaluation (SE) issued on December 5,
1991 for the St. Lucie Unit 2 IST program.
In the SE, you were requested to review the test methods for complying with ASME Code (Code) requirements to measure flow for inservice testing of pumps.
You had requested relief for various pumps for which no flow instrumentation had been installed.
The request for relief was denied in the SE.
The NRC issued Generic Letter (GL) 89-04, "Guidance on Developing Acceptable Inservice Testing Programs,"
on April 3, 1989.
GL 89-04, Attachment 1,
Position 9, Pump Testing Using Minimum-Flow Return Line With or Without Flow Measuring Devices," provided guidance relative to flow measurements for IST of pumps.
You had ir.dicated that you have addressed the concerns identified in the SE and that the resolutions meet the guidelines of GL 89-04, Position 9.
The actions described in your, response appear to be adequate.
However, you discussed changes to the IST program which have not yet been submitted to the NRC.
Additionally, the approach to pump testing using the guidelines of GL 89-04, Position 9, requires relief requests to document the approach since the testing is not in accordance with the Code requirements.
You should complete the IST program revisions and submit the appropriate relief requests for the items listed below.
As stated in the GL 89-04 paragraph entitled "IST Program Approval," relief requests may be implemented to follow the testing delineated in Posi;ions 1, 2, 6, 7, 9 and 10, pursuant to 10 CFR 50.55a(g)(6)(i), prior to NRC review.
The following, however, are to be submitted to NRC:
