RESPONSE

TO GENERIC LETTER 91-11, "RESOLUTION OF GENERIC ISSUE 48, LCOs FOR CLASS 1E VITAL INSTRUMENT BUSES, AND 49, INTERLOCKS AND LCOs FOR CLASS lE TIE BREAKERS, PURSUANT TO 10 CFR 50.54(f)"

ST.

LUCIE PLANT, UNITS 1

AND 2 TAC NOS.

H82460 AND H82461 On July 18, 1991, the NRC issued Generic Letter 91-11 (GL) which contained the staff resolution of Generic Issues 48 and 49.

The GL required that licensees certify that procedures exist which contain limitations and surveillance requirements for vital instrument buses (VIBs), inverters or other onsite power sources for VIBs, and tie breakers.

If procedures do not exist, a

justification demonstrating the reasons why the controls are not needed is required.

By letter dated January 28,

1992, you responded to the GL.

You certified that procedures meeting the requirements of GL 91-11 are either already in place or will be completed by Harch 31, 1992.

Therefore, we request that after the procedures are implemented, please send us a letter confirming that fact.

This completes our review of this issue and, accordingly, we are closing TAC Nos.

H82460 and H82461.

Sincerely, cc:
