Gentlemen:

SUBJECT:

NRC INSPECTION

REPORT

NOS.

50-335/91-05

AND 50-389/91"05

This refers to the Nuclear Regulatory

Commission's

(NRC) inspection of your

Fitness

For

Duty

Program,

required

by

10

CFR Part'6,

conducted

by

William Tobin,

Region II, on February 26-28,

1991.

At the co'nclusion of the

inspection,

the results

were discussed

at an exit me'eting with those

members of

your staff identified in the enclosed

inspection report.

The inspection

consisted

of selective

examination of your Drug and Alcohol

Abuse, Policy, corporate

and site

implementation

procedures,

chemical testing

program,

interviews

with

employees

and contractors,

observation

of your

Collection and Medical

Fa'ci lities and review of .pertinent records

and reports.

Within the

scope

of the

inspection,

violations

or deviations

were

not

identified.

As described

in the enclosed

Report,

we are pleased

to note several

strengths

in your Fitness

For Duty (FFD) Program;

more stringent cutoff levels for some

dr ugs,

the professionalism

of your

FFD Corporate

and Site staff,

FFD training,

and the availability of a full-time Medical

Review Officer.,

One Inspector

Followup Item is worthy of your attention.

Your FFD staff has

identified

one

issue

relative to the infrequency of conducting

random

drug

testing

on weekends.

Based

upon

comments

at the Exit Meeting

we understand

that you will be testing

more frequently

on weekends

such that employees

and

contractors will be eligible for unannounced

random testing at any time.

In accordance

with 10 CFR 2.790 of the

NRC's "Rule of Practice",

a copy of

this letter and its enclosure will be placed in the

NRC Public Document

Room.
