DENIAL OF AMENDMENT RE(UEST FOR STEAM GENERATOR SLEEVING METHODOLOGIES - ST.

LUCIE UNIT 1 " (TAC NO. 73328)

By letter dated May 3, 1989, as modified by letter dated March 8, 1990, Florida Power and Light Company (FPL) submitted proposed changes to the Technical Specifications (TS) for St.

Lucie Unit 1 which would approve two methodologies for sleeving the steam generator tubes.

The first submittal included two topical reports, one from Westinghouse Energy Systems, WCAP-12076, entitled "St.

Lucie Unit 1 Steam Generator Sleeving Report (Mechanical Sleeves)"

and one from Combustion Engineering, Inc., CEN-377(F)-P, entitled "St. Lucie Unit 1 Steam Generator Tube Repair Using Leak Tight Sleeves."

The staff has completed its review of your submittals and finds them technically acceptable.

However, the staff disagrees with your proposed method for referencing the two topical reports which would serve as the basis for the approval.

The staff's position is that, because of the technical importance of the subject methodologies, the reports should be referenced either in the TS itself or in the corresponding surveillance requirements.

FPL wishes to reference them in the Bases section of'he document, which is not part of the TS and, therefore, not subject to the same controls.

There have been a number of telephone conferences between our staffs during which other options were explored.

However, they failed to develop a mutually satisfactory resolution, Therefore, the staff is denying your request for amendment.

Accordingly, we are closing TAC No. 73328.
