This refers to the Nuclear Regulatory

Commission

(NRC) inspection

conducted

by

B. Breslau

on April 23 - May 11,

1990.

The inspection

included

a review of

activities authorized

for your St.

Lucie facility.

At the conclusion

of the

inspection,

the

findings

were

discussed

with those

members

of your staff

identified in the enclosed

Inspection

Report.

The Operational

Safety

Team Inspection

(OSTI) evaluated

your current level of

performance

in the

area

of plant operations.

The

inspection

included

an

assessment

of Operations

and the effectiveness

of support provided to Operations

by various plant groups including Surveillance/IST/Calibration,

Administrative

Controls

and Engineering

Support.

Management

awareness

of, involvement in, and

support of plant safety

was also evaluated.

The OSTI was

a performance

based

team assessment

which focused

on identifying significant operational

strengths

and weaknesses

which may exist at your facility.

These

strengths

and weaknesses

are

summarized

in the results

section of the report

on page

2.

The weaknesses

noted in the areas

of control

room tagging,

operator'response

to annunciators,

housekeeping,

control of transient

combustibles,

conduct of surveillances

and

access

to the area

around the control boards warrant your attention.

During the course of the inspection,

certain activities were noted which appeared

to violate

NRC requirements.

The violation, references

to pertinent requirements,

and

elements

to

be included

in your response

are

described

in <he

enclosed

Notice

of Violation.

Unresolved

items

were

also

identified

during

the

inspection

which will be pursued during future inspections.

In accordance

with Section

2.790

of the

NRC's

"Rule's of Practice,"

Part 2,

Title 10,

Code of Federal

Regulations,

a copy of this leter and its enclosures

will be placed in the

NRC Public Document

Room.

The response

directed

by this letter

and its enclosures

are not subject to the

clearance

procedures

of the Office of Management

and Budget

as required

by the
