ALLEGED FALSIFICATION/ALTERATION/

DESTRUCTION OF REQUIRED PLANT MAINTENANCE RECORDS AND POSSIBLE HARASSMENT AND INTIMIDATIONOF PLANT TECHNICIANS Enclosed is the synopsis from Report of Investigation Number 2-88-012 prepared by the NRC's Office of Investigations (OI).

This investigation addressed allegations of falsification, alteration, and destruction of maintenance records at the Turkey Point and St. Lucie facilities, and alleged harassment and intimidation of plant technicians at the Turkey Point facility.

The Report of Investigation did not substantiate willful, deliberate falsifica-tion and/or destruction of maintenance records to avoid compliance or conceal procedure violations.

However, there was some evidence to indicate that Instrument and Control (INC) Department technicians at the Turkey Point facility perceived departmental management actions as abusive and intimidating.

Such actions are cause for concern.

However, we recognize that senior plant officials have acted to address the problem and ensure that inappropriate management practices by 18C supervisors do not result in a chilling effect that effectively precludes the staff from raising legitimate safety concerns.

Based on our review of the findings in this report and followup of other activities, specifically at the Turkey Point facility, the NRC plans no further action in regard to this matter and considers it closed.

However, because of pending actions on the part of the Department of Labor in the alleged discrimination of Mr. T. Saporito, any enforcement action related to that matter is held in abeyance.

In accordance with Section 2.790 of the NRC's "Rules of Practice,"

Part 2, Title 10, Code of'ederal Regulations, a copy of this letter and its enclosure will be placed in the NRC Public Document Room.
