St. Lucie Unit 2 Docket No. 50-389 Fuel Pin Burnu Limit to 60 MWD k The present St.

Lucie Unit 2 operational limit on fuel burnup, presented in Combustion Engineering (CE) report CENPD-269-P, Revision 1-P, "Extended Burnup Operation of Combustion Engineering PWR Fuel,"

dated July 1984, justifies a fuel pin limit (1-pin limit) of 52 MWD/kg.

Physics core predictions for the design of Cycle 7,

St Lucie Unit 2, currently scheduled for April 1992, indicate that a 1-pin limit of 60 MWD/kg will be required.

Based on this information, Florida Power 6 Light Company (FPL) requests the Staff's review and approval of the attached CE proprietary

report, CEN-396(L)-P, "Verification of the Acceptability of a 1-Pin Burnup Limit of 60 MWD/kg for St. Lucie Unit 2."

The objective of the attached report is to justify the CE methods and models for the St. Lucie Unit 2 reload fuel assembly design for 1-pin burnups to 60 MWD/kg.

The overall and individual conclusions presented in the 1984 CE report, CENPD-269-P, Revision 1-P, are shown to be valid for the extension of the 1-pin burnup limit to 60 MWD/kg for the St.

Lucie Unit 2 reload fuel assembly design.

The attached report is similar to that submitted by Arkansas Power and Light Company for Arkansas Nuclear One Unit 2 (ANO-2) on July 20, 1989 (Charles H. Turk to U. S. Nuclear Regulatory Commission).

The St.

Lucie Unit 2 report differs from the ANO-2 submittal primarily in Section 4.2.2.a.

This section describes irradiation induced dimensional change models (guide tube growth and shoulder gap change) applicable to the annealed guide tubes used in the St.

Lucie Unit 2 fuel design, as opposed to the cold-worked guide tubes employed in other 16 x 16 CE fuel designs.

Other sections of the report that are St.

Lucie Unit 2 specific include the List of Figures, Introduction, Section 4.2.l.a on Guide Tube Wear, and the Conclusion section.

Attachment 2 is an affidavit pursuant to 10 CFR 2.790 requesting proprietary treatment of Attachment 1.

It is requested that the NRC approve this report by October 1990 to permit FPL to plan the St. Lucie Unit 2 Cycle 7 reload with an assumed 1-pin burnup of 60 MWD/kg.
