LUCIE PLANT, UNIT NO.

1 (TAC NO. 67529)

The Atomic Safety and Licensing Board, in its initial decision on Nay 9, 1989 regarding spent fuel pool reracking at St. Lucie Plant, Unit No. 1, imposed a

condition on the Florida Power Im Light Company (FP5L).

The condition requires FPIIL to conduct a study program to assess the effect of the irradiation on the integrity of the Boraflex panels.

The program is to be approved by the NRC staff.

To comply with this condition, on July 10, 1989 FPIEL submitted an Integrity Assessment Program for Boraflex.

The enclosed Safety Evaluation contains the results of the staff's review of the program.

On the basis of the evaluation, the staff concludes that the proposed program for assessing the 'integrity of the Boraflex panels is acceptable and meets the condition imposed by the Atomic Safety and Licensing Board.
