LUCIE PLANT, UNIT 1 -

SECOND 10-YEAR INSERVICE INSPECTION PROGRAM AND PLAN - TAC NO. 66198 By letters dated September-1, 1987 and August 24,

1988, the Florida Power 5 Light Company (FPSL) submitted the St. Lucie Plant, Unit 1 Second 10-Year Interval Inservice Inspection Program and Plan.

The program and plan were submitted for review and evaluation and contained requests for reliefs from certain requirements of the 1983 Edition, through Sumer 1983 Addenda, of Section XI of the ASME Boiler and Pressure Vessel Code.

The staff was assisted in its review by a contractor, the Idaho National Engineering Laboratory (INEL).

INEL has reviewed and evaluated the program and

'plan, the additional information provided by FPSL, as well as the requests for relief from those requirements that FP&L determined to be impractical to perform at St. Lucie Plant, Unit 1.

The resu its of that review are summarized in the enclosed Technical Evaluation Report (TER) (see Enclosure 1).

The staff agrees with the INEL recommendations contained in the TER and has reached the following conclusions.

The staff has concluded that certain Section XI Code requirements are impractical to perform at the St. Lucie Plant, Unit 1.

In those instances, we have granted relief from those requirements.

For relief requests RR-7 and RR-8, we have granted reliefs conditioned on the performance of certain actions.

A summary of the requirements and the bases for granting the relief requests are contained in the enclosed Safety Evaluation (see ).

The staff has noted that FPSL omitted from the examination all welds in the Residual Heat Removal (RHR),

Emergency Core Cooling (ECC), and Containment Heat Removal (CHR) systems based on the requirements given in Code Case N-408.

However, in accordance with 10 CFR 50.55a(b)(2)(iv),

the examinations of welds in these systems must be performed.

Conway April 7, 1989 Accordingly, the staff concludes that the St. Lucie Plant, Unit 1 Inservice Inspection Program and Plan with the additional information and reliefs granted is conditionally acceptable.

The condition for being acceptable is the performance of examinations of welds in the

RHR, ECC and CHR systems in accordance with 10 CFR 50.55a(b)(2)(iv).

This letter closes our action on TAC No. 66198.
