Re:

St. Lucie Unit 2 Docket No. 50-389 Proposed License Amendment Boric Acid Concentration Reduction Per letter L-88-356 dated September 1,

1988, Florida Power 6 Light Company (FPL) submitted a

request to amend Facility Operating License NPF-16.

The amendment was submitted to revise the requirements for the boric acid makeup system.

The analysis performed in support of the submittal included a study to determine if the equipment in containment could be qualified for the new bounding values of boric acid concentrations and pH values.

On February 23,

1989, the NRC staff requested information concerning Attachment 2, Section 3.3.2, Evaluation of the Impact on Containment Sump pH and Affected Equipment, of the boric acid concentration reduction submittal.

Specifically, it was questioned whether the new boric acid concentration and pH ranges were bounded by the currently specified ranges for Environmental Qualification (EQ) during a LOCA.

The previous equipment qualifications were not bounded by those values specified under the proposed amendment.

Since FPL's submittal of the subject proposed amendment, the analysis has been completed to determine if the new boric acid concentration and pH ranges affect the equipment EQ during a LOCA.

The result of the analysis is that the equipment in the containment is qualified for the new bounding values of boric acid concentration and pH.

Should you have further questions please contact us.

Very truly yours, W.
