Re:

St. Lucie Unit 1 Docket No. 50-335 Proposed Amendment to Facilit 0 eratin License DPR-67 By letter L-78-289, dated September 5, 1978, Florida Power 6 Light Company (FPL) submitted a proposed license amendment, to the St.

Lucie Unit 1 Technical Specifications.

This proposed amendment, is related to the surveillance requirements for the emergency diesel generator (EDG) units used as the onsite A. C. power source at St.

Lucie Unit 1.

The Technical Specifications changes were intended to incorporate the requirements of Regulatory Guide 1.108 "Periodic Testing of Diesel Generator Units Used as Onsite Electric Power Systems at Nuclear Power Plants".

In a meeting with members of the NRC's Office of Nuclear Reactor Regulation (NRR) Staff at St.

Lucie Plant on September 17,

1986, it was agreed that the NRC would not further its review of this proposed license amendment.

It was also

agreed, at that same
meeting, that FPL would submit a proposed license amendment to amend the St. Lucie Unit 1 EDG Technical Specifications 3/4 8.1.1 and 3/4 8.1.2 to be consistent with the proposed license amendment for the St.

Lucie Unit 2

EDG Technical Specifications also under Staff review at that time.

On February 7, 1989, the NRC issued the amendment to the St. Lucie Unit 2 EDG Technical Specifications discussed above.

As a result, and as agreed upon with the Staff in September

1986, FPL is preparing a proposed license amendment to the St.

Lucie Unit 1

Technical Specifications to be consistent with the recently amended St. Lucie Unit 2 Technical Specifications.

This proposed license amendment will supercede the September 5,

1978, proposed license amendment,
and, therefore, FPL withdraws the September 5,

1978 amendment request.

Very truly yours, W.
