SUBJECT:

EMERGENCY CORE COOLING SYSTEM (ECCS)

OUTAGES 5-YEAR REPORT ST.

LUCIE PLANT, UNIT NO.

2 TAC IIO. 67907)

This is in response to your letter dated April 6, 1988 on the above subject.

You requested that the staff waive your commitment in FSAR subsection 6.3.4.3 to compile, analyze and submit a 5-year report on ECCS outages.

This report was also discussed in the staff's Safety Evaluation Report dated October 1981 (see Section 22.2, II.K.3.(17), pages 22-30).

As the basis for your request, you stated that you believe that the Nuclear Plant Reliability Data System reporting of ECCS equipment fai lure provides the staff with a better on-line reporting system and this obviates the FSAR ECCS outage 5-year reporting commit-ment.

In addition, any significant problems with ECCS are reported to the staff in accordance with 10 CFR 50.73.

Based upon the above considerations, the staff agrees that the 5-year report on ECCS outages is no longer necessary.

The staff thus relieves Florida Power and Light Company of this commitment.

Sincere ly, cc:
