6 Board Report for St. Lucie covering the period of May 1,
1986 to
October 31,
1987.
In accordance
with
NRC policy, I have
reviewed the
SALP Board Assessment
and
concur with their ratings.
It is
my view that your conduct of nuclear
activities in connection with the St. Lucie facility was acceptable,
but that
continued
management
attention
is required to assure
that actions
to improve
performance
continue to
be effectively implemented.
Specific
areas
I would
like to highlight for your attention are:
1.
The
functional
areas
of Plant
Operations,
Maintenance,
Emergency
Preparedness,
guality
Programs,
Licensing
Activities,
Training,
Surveillance,
and
Outages
improved
in
performance.
Emergency
Preparedness,
Outages
and guality Programs,
which had received
a Category
2 rating in the last
SALP,
were rated
Category
1 in this
assessment
per iod.
2.
Performance
in the areas
of Radiological
Controls
and Security remained
a
Category
2 rating during this
SALP.
However, your continued efforts in
these
areas
should lead to improved ratings.
Overall,
we found your performance
excellent
and directed
toward the
safe
operation
of the facility.
However,
your continued
commitment to upgrade
procedures
in all functional
areas
should lead to reduced
personnel
error and
continued excellent operation.
We plan to continue to monitor your actions
in
this area.
While you will have sufficient opportunity to present
your
comments
at the
meeting
on January
26,
1988,
we also
request
any written comments within 30
days after
the meeting.
Upon receipt, your comments will be evaluated
and our
conclusions relative to them will be provided to you.
