NOTICE OF VIOLATION Florida Power and Light Company St. Lucie Unit 1

DPR-67 During the Nuclear Regulatory Coomission (NRC) inspection conducted on June 22-26,
- 1987, a violation of NRC requirements was identified.
The violation involved inadequate procedures.
In accordance with the "General Statement of Policy and Procedure for NRC Enforcement Actions,"
( 1986), the violation is listed below:
Unit 1 Technical Specification 6.8.1.a requires that written procedures be established, implemented, and maintained for activities recommended in Appendix A of Regulatory Guide 1.33, Revision 2, February 1978.
Appendix A of Regulatory Guide 1.33, Revision 2, February 1987, states that the following is a typical safety-related activity that should be covered by written procedures:
PWR Gaseous Effluent System-Collection,
- Storage, and Discharge.
Contrary to the
- above, Operating Procedures (OP) 1-0530020, Revision 8, July 15,
- 1985, Waste Gas System Operation and. 1-0530021, Revision 30, January 28,
- 1987, Controlled Gaseous Batch Release to Atmosphere, were inadequate in that the details for the Unit 1 waste gas system operation and for the waste gas system valve lineup were not included in the procedures to reflect the current mode of operation.
This is a Severity Level V violation (Supplement I).
Pursuant to the provisions of 10 CFR 2.201, Florida Power and Light Company is hereby required to submit to this Office within 30 days of the date of the letter transmitting this Notice a written statement or explanation in reply including:
(1) admission or denial of the violation, (2) the reason for the violation if admitted, (3) the corrective steps which have been taken and the g7P7QQ0008 S~pp()pp 10717 eon>>~ "
