= E. Tourigny OGC-Bethesda We are in receipt of your April 22, 1987 letter addressing Station Blackout for Unit No. 1.

Your letter was in response to the staff's Draft Safety Evaluation sent to you on February 13, 1987.

We have reviewed your disposition of the open items.

We note that St. Lucie Unit I presently utilizes safety batteries that are identical in ampere-hour ratings as Unit 2.

We performed an on-site review of your station blackout procedure for Unit I and determined that it is identical to Unit 2, which has been previously approved.

It is also our understanding that the blackout procedure is part of the operator training program.

Lastly, our approval of the revised loss of all Non-Emergency AC Power Event calculations was forwarded to you on March 16, 1987.

Therefore, your deposition of the open items, coupled with the Draft Safety Evaluation, serves as an adequate basis to con-sider this licensing action complete at this time.
