CThomas We are in the process of reviewing the subject of station blackout for St.

Lucie Unit 1.

The enclosed draft Safety Evaluation (SE) highlights several issues which must be resolved prior to NRC issuance of a final SE.

The key issue is the comparison of the St.

Lucie Units 1 and 2

DC power capabilities.

Me request that FP8L respond to the enclosed draft SE, especially with regard to the above detailed key issue, within 60 days following receipt of this letter.

Resolution of these issues would resolve the station blackout issue for St.

Lucie Unit 1 on an interim basis.

Final resolution of station black-out for St.

Lucie Unit 1 will be addressed as part of the NRC's rulemaking process.

This request for information affects fewer than 10 respondents; therefore OMB clearance is not required under P. L.96-511.

DC power capabilities Submittal and review of station blackout procedures and details of training Submittal of a re-evaluation of the event which provided reference data on peak pressure and fuel failure during the first few secon'ds of blackout.
