PROJECTED VALUES OF MATERIAL PROPERTIES FOR FRACTURE TOUGHNESS RE(UIREMENTS FOR PROTECTION AGAINST PRESSURIZED THERMAL SHOCK EVENTS We have reviewed your two letters dated January 23, 1986 which were submitted in response to the Pressurized Thermal Shock (PTS) Rule, 10 CFR 50.61, for the St.

Lucie Plant, Unit Nos.

1 and 2.

One letter identified as L-86-20 focused on Unit No.

1 and the other letter identified as L-86-25 focused on Unit No. 2.

You also provided additional information for Unit No.

1 by letter dated October 2, 1986, and additional information for Unit No. 2, by letter dated February 4, 1986.

We have found the material properties of the reactor vessel beltline materials for each unit, the projected fluences at the inner surface of the reactor vessel at the expiration date of each license, and the calculated RTPTS at the expiration date of each license to be acceptable.

The calculated RTp is below the screening criterion of 270'F for plates,

forgings, and Bial weld material at the expiration date of each license.

This meets the requirements of the PTS Rule.

We note that you have applied for an amendment on February 28, 1986 to extend your license for Unit No. 1, and you have provided information to support operation of your plant to the proposed expiration date of the license without exceeding the PTS screening criteria.

We did not address this issue in our current evaluation for Unit No. 1 since this issue will be addressed in the evaluation of your proposed amendment to extend the expiration date of your license.

The PTS Rule requires that the projected assessment of the RT to be updated whenever changes in core loadings, surveillance measulBents, or other information (including changes in capacity factor) indicate a significant change in the projection values.

This ensures that the licensees will track the fluence at the limiting beltline materials throughout the life of the plant to verify their assumptions.

In this regard, we request that you submit a re-evaluation of the RT and comparison of the predicted value with future Pressure-Temperature subm(Bals which are required by 10 CFR Part 50, Appendix G.
