APPLICATION FOR AMENDMENT RE:

CONTAINMENT AIR LOCKS Upon review of your October,10, 1986 application for amendment to Facility Operating License No.

DPR-67, we have identified two problem areas with regard to the format of this submittal.

While the you propose that the changes are administrative in nature, proposed Technical Specification page 3/4 6-11 contains a footnote that makes reference to an exemption to Appendix J of 10 CFR Part 50.

All specific exempt'ion requests should be made in an application in accordance with 10 CFR 50. 12, with particular attention to the special circumstances and criteria employed by the Commission in its determination to grant an exemption.

Therefore, in order to comply with this regulation, you may choose to either submit a separate application regarding this exemption request or submit a

supplement to your October 10, 1986 application for license amendment.

Secondly, we find that this application does not contain sufficient documen-tation to specifically address each factor under 10 CFR 50.92(c).

In accordance with Generic Letter 86-03, "Applications for License Amendments,"

the staff requires additional information with respect to your analysis of the no significant hazards consideration.

Therefore, we will hold the application and take no further action until the above described information is provided.

We request your response regarding this issue within 30 days of receipt of this letter.

The information requested in this letter affects fewer than 10 respondents; therefore OMB clearance is not required under P. L.96-511.
