Woody Group Vice President Nuclear Energy Florida Power 8 Light Company P. 0.

Box 14000 Juno Beach, Florida 33408

Dear Nr. Woody:

In your letter L-86-37 dated January 31, 1986, you provided the results of the St. Lucie 2 Large Break LOCA analysis that was performed by Combustion Engineering (CE) to correct a non-conservatism in the CE Large Break LOCA evaluation model.

The staff has completed its review of this submittal and the information dealing with asymmetric tube plugging that was contained in letter L-86-158 dated April 10, 1986.

As a result of this review, the staff has concluded that St. Lucie 2 is in compliance with criteria of 10 CFR 50.46 and that the Large Break LOCA analysis is acceptable.

This completes the staff's action on this requirement.

The review was completed under TAC No. 60663.

Our Safety Evaluation is enclosed.

Sincerely,

/S/
