FLORIDAPOWER 5 LIGHTCOMPANY L-86-8 I Office of Nuclear Reactor Regulation Attention:

Mr. Ashok C. Thadani, Director PWR Project Directorate

$18 Division of PWR Licensing - B U. S. Nuclear Regulatory Commission Washington, D. C. 20555

Dear Mr. Thadani:

Re:

St. Lucie Unit No. 2 Docket No. 50-389 C-E Lar e Break LOCA Anal sis Florida Power and Light Company letter L-86-37, dated January 3I, l 986, provided the results of the St. Lucie Unit 2 Large Break LOCA Analysis, which was redone by Combustion Engineering (C-E) to correct a non-conservatism in C-E's Large Break LOCA evaluation model.

As stated in our January 3I, l986 letter, the results demonstrate compliance with IO CFR 50.46 criteria.

It should be noted that not only did the new analysis correct the non-conservatism, the new analysis also assumed additional steam generator tube plugging, up to l250 average length tubes per steam generator.

This represents a total tube plugging of approximately l5% compared to about 4% in the previous analysis.

The purpose of this letter is to request NRC approval of the new analysis.

Although we do not expect to find any problems with the Unit 2 steam generators during the upcoming refueling outage, we are requesting your approval by April I, l 986, in order to have the additional tube plugging margin.

For your information, the previous analysis assumed a limit of 300 tubes plugged per steam generator.

As of April l985, l78 tubes have been plugged in the "A" generator and l33 tubes have been plugged in the "B" generator.

In accordance with IO CFR l70.I2, attached is FPL Check No. 0507 for the required application fee.

Very truly yours,

. Woo Group Vi resident Nuclear Energy CO W/RJS/gp 86OS<SaaeS Ssooos89 Pgg IIIIQOCK 05 P
