1 ecem er 17, 1985 Docket Nos. 50-335 and 50-389 Mr. J.
W. Williams, Jr.
Vice President Nuclear Energy Department Florida Power 8 Light Company P. 0.
Box 14000 Juno Beach, Florida 33408
Dear Mr. Williams:
SUBJECT:
GENERIC LETTER 83-28 ACTION ITEM 1.1 (POST TRIP REVIEW)
Subsequent to the anticipated transient without scram events at the Salem Nuclear Power, Plant, the Commission reviewed intermediate term actions to be taken by licensees.
On July 8, 1983, Generic Letter 83-28 (GL 83-28), which required licensee responses to certain actions, was issued.
Florida Power and Light Company initially responded to GL 83-28 in a letter dated November 8, 1983.
Following staff review, you were advised, in a letter dated April 29, 1985, that your initial responses did not fully meet the guidelines developed for Action Item l. 1 (Post Trip Review) in certain areas.
You provided responses to the staff's concerns in a letter dated October 11, 1985.
The staff has reviewed this information and has concluded in the enclosed safety evaluation that all open issues are resolved and the Post Trip Review Program and Procedures for St. Lucie Plant, Unit Nos.
1 and 2, are acceptable.
This completes the NRC action on GL 83-28 Action Item 1.1.
The review was conducted under TAC Nos.
52802 and 52803.
Enclosure:
Safety Evaluation Sincerely,
/S/
Donald E. Sells, Project Manager PWR Project Directorate k'8 Division of PWR Licensing-8 PBD8 PJg.
