1 AND 2 DOCKET NOS. 50-335 AND 50-389 INTRODUCTION Generic letter (GL) 83-43, dated December 19, 1983, informed utilities of changes to Title 10 of the Code of Federal Regulations (10 CFR) with respect to notification requirements for operating nuclear power reactors and requested utilities to revise Technical Specifications to incorporate these changes.
These changes involved revision to Section 50.72 of 10 CFR for immediate notification requirements and addition of a new Section 50.73 of 10 CFR -for a revised Licensee Event Report System.
Both of these changes became effective January 1, 1984.
GL 83-43 provided a model Technical Specification showing the revisions which should be made in the "Administrative Controls" and "Definitions" sections of Technical Specifications to incorporate these regulation changes.
Florida Power
& Light Company, the licensee for St. Lucie Unit Nos.
1 and 2, provided a response to GL 83-43 and forwarded proposed Technical Specification changes in order to incorporate the provisions of GL 83-43 by letters L-84-129, dated May 15, 1984; L-84-130, dated May 21, 1984; and L-85-199, dated May 23, 1985.
The proposed Technical Specification changes of the May 23, 1985 letter superseded a portion of the proposed changes contained in the earlier letters.
In addition to the amendments proposed as a result of GL 83-43, the licensee also proposed organizational changes showing new titles and/or reporting chains for the Nuclear Energy Department, and changes to make the "Definitions" and "Administrative Control" sections of the Technical Specifications similar for Units 1 and 2 where applicable.
These additional amendment proposals were also incorporated in the aforementioned letters from Florida Power 8 Light Company and by letter dated August 26, 1985.
The licensee's response to GL 83-43 and the other proposed Technical Specification changes have been reviewed.

The licensee's response to GL 83-43 and the corresponding proposed Technical Specifica'tians forwarded by letters L-84-129, L-84-130 and L-85-199 are acceptable with the exception of Unit 2 Technical SpecificatiorC4.8.1.1.3.
This proposal deleted the reporting requirement for all diesel geherator failures, valid or non-valid.
As stated to the licensee in a letter from'he Office of Nuclear Reactor Regulation, dated December 7,
1984, diesel generator failures constituted a Special Report and, therefore, could not be deleted from the Technical Specifications.
The technical staff has further noted that Combustion Engineering Standard Technical Specifications (NUREG-0212) state that reports of diesel generator failure shall include the information recommended in Regulatory Position C.3.b of Regulatory Guide

The information required by this Regulatory Guide goes beyond the information required by 10 CFR 50.73 and, therefore, constitutes a Special Report.
Furthermore, the proposed Westinghouse Standard Technical Specifications (NUREG-0425, Revision 5), which have incorporated the requirements of GL 83-43 throughout, specifically requires a
Special Report for all diesel failures, valid or non-valid.
The staff has reviewed the other amendment proposals dealing with the licensee's organizational changes and changes to make the "Definitions" and "Administrative Controls" sections of the Technical Specifications similar for Units I and 2 where applicable.
It is the technical staff's understanding that the licensee's organizational structure changed since the initial amendment submittal to the Commission.
The staff recommended that the licensee submit their current organizational charts for inclusion into their Technical Specifications, which they did by letter dated August 26, 1985.
The staff has concluded that the proposed changes are acceptable.
ENVIRONMENTAL CONSIDERATION The amendments relate to a change in recordkeeping, reporting, or administrative procedures or requirements.
Accordingly, the amendments meet the eligibility criteria for categorical exclusion set forth in 10 CFR 51.22(c)(10).
Pursuant to 10 CFR 51.22(b) no environmental impact statement or environmental assessment need be prepared in connection with the issuance of the amendments.
CONCLUSION We have concluded, based on the considerations discussed above, that (I) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed
- manner, and (2) such activities will be conducted in compliance with the Commission's regulations, and the issuance of the amendments will not be inimical to the common defense and security or to the health and safety of the public.
