CONFIRMATION OF ACTION ST.

LUCIE UNIT 1 DOCKET NO. 50-335 This refers to your letter L-85-331 of August 27, 1985, to Mr. E. J.

Butcher of the Office of Nuclear Reactor Regulation (NRR),

and to the subsequent telephone conversation of September 3,

1985, between Mr. S.

Woody of your staff.

This letter documents.our concurrence with the commitment you have made in your letter L-85-331 to administratively restrict the Linear Heat Generation Rate to 14.0 kw/ft for the remainder of cycle 6 for St.

Lucie Plant, Unit 1.

This restriction is currently necessary because the LOCA-ECCS analysis using currently approved codes results in Unit 1 exceeding the peak clad temperature limit of 2200'F as required by 10 CFR 50.46.

It is recognized that there are two topical reports (XN-NF-8587 and XN-NF-8516) under review by the NRR staff that, if approved for use, could possibly show that the current Technical Specification limit of 15.0 kw/ft is acceptable.

If approval of either of these reports results in analyses that permit the continued use of the current Technical Specification limit of 15.0 kw/ft, then the admin-istrative restrictions you have imposed would no longer be necessary.

However, if the use of approved codes continue to result in peak clad temperatures that exceed 2200 F,

an amendment to your Technical Specifications will be required prior to cycle 7 restart after the next refueling.

In any case, it is our understanding that, for the remainder of cycle 6, you will not increase this administrative upper limit of 14.0 kw/jt without prior notification of and concurrence by NRR.

Please inform us immediately if your understanding of this item is different from that stated above.
