SUBJECT:

RELIEF FROM PARTS OF ASME CODE SECTION XI By letter dated May I, 1980 and supplemented by letter dated July 18, 1984 you requested relief from certain pump and valve'esting.

In addition, the staff reviewers visited the St. Lucie Plant site on May 31-June 3,

1983 and September 10-14, 1984 to obtain specific information regarding your request.

Our review of your request for relief from parts of ASME Code Section XI has been completed.

Based on results of our review, we have determined that there are cases in which the requested relief can be granted, cannot be granted, or conditionally granted.

Details can be found in the enclosed Safety Evaluation.

For the reliefs that have been granted, we have determined that the code require-ments are impractical and that the relief requests are authorized by law and will not endanger life or property or the common defense and security and are otherwise in the public interest, giving due consideration to the burden upon the licensee that could result if the requirements were imposed on the facility.

The relief from certain requirements of ASME Code Section XI is hereby granted as detailed in the enclosed Safety Evaluation.

This concludes our review effort on your requests dealing with the inservice testing of pumps and valves for St. Lucie Plant, Unit No.

1.
