The staff has concluded that you have demonstrated in your report that adequate shoulder gap clearance is'aintained for unmodified fuel assemblies through the second cycle.

However, you should measure shoulder gaps on selective fuel assemblies during the second refueling outage in order to confirm the model described in the report and to confirm that adequate shoulder gap remains for operation after cycle 2.
