SUBJECT:

CONTAINMENT PURGE AND VENT VALVE OPERABILITY Your latest submittals dated July 15 and August 6, 1984 have been reviewed in conjunction with previous submittals concerned with the operation of the containment purge and vent valves at St. Lucie Plant Unit No. l.

Based on this review, the staff concludes that these valves have the ability to close against the buildup of containment pressure in the event of a DBA/LOCA when these valves are blocked by mechanical means to an operating angle of 40'r less.

You are requested to propose any necessary Technical Specification changes within 30 days of receipt of this letter.

You should also review all previous correspondence on this subject and provide any other technical specification changes that may be required, e.g., closing time, seal

leakage, action when inoperable, etc.

A copy of the staff's safety evaluation is enclosed.

The information requested in this letter affects fewer than 10 respondents; therefore OMB clearance is not required under P.L.96-511.
