2 Docket No. 50-389 Proposed License Amendment Snubber Visual Ins ection Our Technical Specifications require a complete inspection of safety-related snubbers prior to 10 months after Power Operation.

This inspection was completed in late January

1984, except for two snubbers thought to be inaccessible near the top of the containment vessel in the annulus between the containment vessel and'the Shield Building.

At that time it was thought that removing a hatch in the top of the Shield Building was the only w@ to gain access to these

snubbers, as is the case in Unit 1.

Since this operation would violate the technical specification on Shield Building integrity, we filed for an aIIendment to postpone the remaining two inspections on February 24, 1984.

However, following the submittal of the proposed anendment it was discovered that a ladder did exist which allows access to these snubbers.

This ladder is a design feature of Unit 2 which is not in Unit 1, and had not been used by the plant staff previously.

In an effort to complete the required snubber examinations prior to the expiration of the ten-month period, dose rates were

measured, equiPment gathered and the inspections completed by April ll, 1984.

Therefore, the proposed License Amendment is no longer required and this letter serves as formal withdrawal of the request.

Florida Power 5 Light Company appreciates the attention and expediency at which your staff had proceeded on the amendment'equest, and we regret any inconvenience this may have created.
