Re:
St. Lucie Unit 2 Docket No. 50-389 Final Safet Anal sis Re ort (FSAR) U datin Per the requirements of IO CFR 50.7I(e), Florida Power and Light Company (FPL) is required to submit an updated Final Safety Analysis Report (FSAR) for St. Lucie Unit 2 by April 6, l985.
This requires that FPL submit an entirely reprinted FSAR containing those original pages that are still applicable plus new replacement pages that bring the FSAR up-to-date as of a maximum of 6 months prior to the date of submittal.
FPL requests that this requirement to resubmit an entirely reprinted FSAR be waived for St. Lucie Unit 2.
Instead, FPL requests that the update to the FSAR be submitted as Amendment l5 to the original FSAR and will include only those pages that have changed due to modifications made to the plant since issuance of the operating license on April 6, I 983. Justification for this request is as follows:
I)
Amendment l4 to the St. Lucie 2 FSAR, transmitted on November 30, l983, via FPL Letter L-83-566, updated the FSAR to reflect the as-built plant as of April 6, l983.
During the period from April 6, l983 to October 6, l984, very few changes willbe made to the plant that would affect the FSAR.

FPL would be required to pay substantial administrative and printing costs to submit the updated FSAR in accordance with IO CFR 50.7I(e).
This update would accomplish little more than to remove revision numbers and margin bars from the existing pages and add limited technical changes to the body of the FSAR.
