rator Re ualification ln accordance with IO CFR 50.54 (i-l), Florida Power 8 Light Company is requesting specific NRC authorization of an extension of four months to the Annual Examination Requirement for the I 983 year.

Justification for this extension is as follows:

Appendix A of IO CFR 55, "Requalification Program Requirements",

requires annual written examinaticns which determine areas in which retraining is needed to upgrade Licensed Operator and Senior Operator knowledge.

At the St. Lucie Plant Site, our l983 Licensed Operator Requalification Program Lecture Series began October 3l, 1983.

The delay in starting the lecture series was due in part to the major commitment of the Plant operating staff to the St.

Lucie Unit g2 Startup and Power Ascension Program.

As you well

know, licensed operators gain valuable experience by participating in the initial startup of a new unit.

It is the contention of Florida Power and Light Company that our existing Requalification Program combined with the operating experience gained by participation in the Unit 2 Startup and Power Ascension Program meets the intent of IO CFR 55 Requali fication Program Requirements.

At present all licensed personnel are scheduled to take their annual written and oral exams from February l3, l984 thru March l6, l984.

With this schedule 16 of our licensed operating staff will not have been administered an annual written exam within the last l2 months.

Eleven of these operators actively participated in the Unit 2 Power Ascension Program.

The remaining 5 operators are assigned duties at Unit I which is presently de-fueled and not scheduled to return to power operation until after April I 984.
