Dear Dr. Uhrig:
In light of the recent interest in the designation of vital areas at St. Lucie Unit 2, we believe it imperative to perform a validation of the Los Alamos vital area analysis for both reactor units at your earliest convenience.
To help you plan for this visit, we thought you might, like a little more i nformation about the review method.
The review at St. Lucie is expected to require approximately four days.
The first day on-site begins with an entrance briefing which provides, in a capsulized form, insight into the overall program and activities.
A report discussing t)>e Los Alamos findings for Unit 1 will also be provided for your review and comment at this meeting.
Any questions that may arise concerning the validation technique or other matters will be addressed at this time and a preliminary schedule for on-site activities will be established.
The first day is also expected to.include a review of the differences in plant systems, nomenclature, and equipment location between Units 1 and 2.
During the next two days, tlute team will be examining plant vital areas for Units 1 and 2.
As an aid in the review, the team generally needs to have a reactor operator, instrument technician, or electrician, as appropriate, accompany it during the examination of vital areas and equipment.
On the final day, the team will complete any necessary activities that could not be accomplished on prior days, meets with security and operations personnel to validate its findings and discuss any safety/safeguards interface questions, and conducts an exit meeting.
This meeting includes discussions of the technical basis for the Los Alamos findings, equipment and areas that require designation as vital, and possible protection strategies.
