Subject:
St. Lucie Plant, Unit 2 - Outstanding Engineering and Construction Hork Items Your October 8, 1982 letter (L-82-434) submitted a list of all engineering and construction items (i.e., the hardware items) that were not expected to be completed at core load for our review and comnent.
Our review of your October 8, 1982 letter confirmed the agreed upon and SER documented completion dates.
Completion dates for the other items were found to be acceptable except as indicated below.
1.
Fire Protection.
As previously indicated in our July 26, 1982 letter
'0'o3you, justification as to why relief should be granted for those.
items not to be completed by core load was f'ound to be unacceptable.
Details of our concerns about this matter have been conveyed to FPSL staff in meetings held with the FPGL staff on October 15, 1982, November 30, 1982, December 14, 1982, January 11, 1983 and January 27, 1983.

Boron Dilution Alarms.
The staff found the,FPSL justification not to install the alarms unaccepta')le.
FLSL subsequently 81lbmitted letter L-82-487 dated November 4, 1982 proposing to install'he alarms bp
- December, 1983.
Furthermore, FPSL provided.a justification, which was acceptable to the staff, for why it would be safe to operate the plant without the alarms until they are installed.
3.
Primar Hater Makeu to Volume Control Tank.
The staff noted during discussions with FP5L that the as-built piping configuration may hot be in conformance with the ASME Code and modifications before core load should be considered.
To assure conformance, FPtlL agreed to consider making piping modifications prior to core load.

As requested in your letter. the staff is addressing this matter under separate correspondence and will provide our formal response in SS)R 3 to be issued prior to core load.

Post Accident Sam lin S stem.
The staff found the justification unacceptable for having this system completely installed and operational by 5% power.
This was discussed with the FP8L staff.
Subsequently in letter L-82-530 dated December 9, 1982, FPSL committed to change the completion date to initial criticality.
The staff finds this acceptable and our formal response will be in SSER 3 to be issued prior to core load.

Continuous Ox en An~al zen.
The staff f'ound the FPAL )notification acceptable for completing the installation by first refueling provided that when the existing oxygen analyzer becomes inoperable gaseous waste collection header samples are obtained and ana'lyzed by the laboratory gas analyzer for oxygen at least once per 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br />.
This interim-requirement will be specified in the St. Lucie, Unit I'lo. 2, Radiological Effluent Technical Specifications.
