Federal Emergency Management Agency (FEMA) Interim Findings at St. Lucie 335 and 50-389 We have received the enclosed FEMA letter, dated November 1,

1982, which docu-ments FEMA's position regarding Florida's Radiological Emergency Plan for the St.

Lucie plant and which identifies a deficiency involving public education aqd information.

We have also enclosed the "Interim Findings Report" for St. Lucie prepared by FEMA Region IV.

It is our opinion that the deficiency identified by FEMA must be corrected in order for us to conclude fully that appropriate protective measures can and will be taken in the event of a radiological emergency at the St.

Lucie facility.

With regard to Unit 1, if corrective measures as described below are not taken, enforcement action will be considered.

You are also reminded that pursuant to 10 CFR 50.47(a)(1),

the NRC must make a finding of adequacy for both onsite and offsite emergency preparedness prior to the full licensing of a nuclear power reactor.

As indicated in the enclosure, we understand that actions are already underway by the State of Florida to correct this deficiency, and that field testing is to occur in the January 1983 exercise.

We recognize that you do not have direct control over actions to correct this deficiency;

however, we encourage you to continue to work with the State of Florida and any other offsite agencies as necessary to resolve this matter and to demonstrate this resolution in the upcoming exercise.

You are requested to submit a written statement to this office within 30 days of the date of this letter indicating the status of corrective actions.

In particular, should there be any changes in scheduled corrective actions as we understand

them, provide information on those changes.

This request affects fewer than ten licensees and therefore is not subject to the Paperwork Reduction Act of 1980 (PL-95-511).
