Q3 Olk By letter dated May 6, 1981 you responded to our letter of'ebruary 4, 1981 which requested that Flot.'ida Power 5 Light Company propose Tech-nical Specification changes to incorporate the fire protection modifi-cations completed during 1980 at the St. Lucie Plant, Unit No. 1.

We have reviewed the proposed amendment and find it unacceptable due to the deviations, with insufficient justification, from the Standard Technical Specifications.

Enclosed are our comments elaborating on these deviations.

Due to the complexity and exten't of these review

comments, we request that you submit a revis'ed license amendment which addresses these
items, In recent communications with f)r. Ronald Stevens of your staff, a mutually agreed upon schedule for you} resubmittal has been determined.

Therefore, our review schedule has been revised to expect your response within 60 days from the date of this lette~.

The information requested in this letter affects fewer than 10 respondents; therefore Ot)B clearance is not requieed under P. L.96-511.

The Fire dete'ctors'which'activate the-pre-action sprinkler systems for the,.emergency diesel generator rooms are not included in Table 3.3-10 as. required by Standard Technical Specifications (STS)

Table 3.3-11.

These detectors should'be included in the table.

The total minimum number of detectors required by Table 3.3-10 to be operational is too low.

This data should be reeva'luated and revised.to indicate a

more realistic number of operable detectors.

It is recommended that the minimum number of operable detectors per zone be no less than 50;o'f the total detectors installed in that zone.

Revise Section =3.7.. 11. l.c lines fo'ur through six to read: "....hydrants, the last valve ahead.'of each hose standpipe riser, and the last valve ahead of the spray and/or sprinkler.

This change is 'equired because the sprinkler systems and yard hydrants have been incorporated into the Technical Specifications.

Revise Table 3.7-3 to include all fire hose in the safety related areas.

For

example, hose station HS-15-32 located in the cable spreading room is not listed. in the table.

Revise the surveillance section to require all fire hose on the exterior hose stations to be hydrostatically tested annually.

This is required by 10 CFR 50 Appendix R Section III.E.

Based on St.

Lucie Unit f Fire Protection Reevaluation Report of triarch 31,

1977, Table 3.7-4 do'es not appear to include all of the fire hydrants required to provide secondary fire protection for all safety

This hydrant list, should be reevaluated and the necessary changes made where reouired.
