.Pre aredness Open Items As requested during our telephone conversation with the Division of Emergency Preparedness on August 27, 1982, Florida Power 8 Light Company would like to clarify the following items regardi ng emergency preparedness and planning:

1.

Emergency Action Levels (Table 3-1 of the St.

Luci e Plant Radiological Emergency P an a.

Add the requirement to declare the appropriate level of emergency if chemistry analysis results are not reported to the Nuclear Plant Supervisor within one hour following an alarm on liquid or gaseous waste monitors (Unusual Event and Alert levels under "Fuel Element Failures" and Unusual Event level under "Uncontrolled Effluent Release" ).

Add an EAL addressing leaking or partially open relief valves under the Unusual Event level.

" c.. Add an EAL addressing the use of the contaiIment high range radiation monitor in declaring a General Emergency.

Staffi n Au mentation (Table 2-2a of the St. Lucie Plant Radiological Emergency Plan We will revi se Table 2-2a to reflect our commitments in our letter of July 22, 1982, serial L-82-303 (R.E. Uhrig to J.P. O'Reilly).

Luci e Plant Radiological Emergency Plan I

goo5 We will expand the description of drills in our Emergency Plan such that it is clear that fire drills, medical drills, and accountability drills are unannounced when conducted in conjunction with annual exercises.
