2 Engineering Verification Program (EVP)
We have reviewed the draft Engineering Verification Program (EVP) program you provided us on May 7, 1982.
We have some reservations regarding your proposed approach for assuring the "independence" of the participants in the EYP.
To better understand your approach we request that the EBASCO/CE EYP Joint Task Force Manager provide us an interim report of how the activities of the Task Force conducted to date preserved independence including those procedures that have been implemented to assure the independence of the EVP.
In addition, we suggest a meeting between the EVP Task Force Managers and the NRC staff to discuss the program and the measures employed to assure the independence of the program.
Also, we have requested that the cognizant Regional Offices, conduct inspections of the on-going EYP activities with particular attention to the implementation of the procedures for assuring independence.
We expect that these actions will provide us with a firmer basis to judge the proposed program's effectiveness and to provide additional confidence in the quality of design and construction of SL-2.
For your consideration, in the enclosure, we have provided comments on the scope of your technical program.
